after this, you'll never get another 3 cost again (unless you play a 3 cost raptor).

it appears to be simple RNG based on your possible pool. here was my last game, on the "unlucky" end of the RNG. If it isn't that, it would have something to do with the "actual card played's true cost vs. not-true cost" but I wouldn't have the patience to manually track actual plays and costs etc.
if there was an exhaustible "cost pile" you would not be able to have 6 appear that frequently.
further, if your theory about the "cost pile" was true, the cost would always be a predictable loop. obviously not the case. so best case there is costs "exhausting" but, as you can see, they don't.
it seems simplest to just have X costs and RNG every draw to pick a cost.

The last time I checked, it only works for exactly 5g spent. But your understanding is correct
what does happen with Raptors or arcane blast?
do they start at 5 (with a 5 cost drawn) and go u to 6 7 8?
With Raptors and Arcane Blast, I believe they continue to take the top cost as usual, and shuffle in a 1,2,3 etc to the bottom
